    VACANCY ANNOUNCEMENT

    (Date of Publication: 7 Aug 2024)

    Hilly Region Development Campaign (HRDC) is going to implement the Joint Recovery Action Plan (JRAP) project in partnership UNICEF and Mercy Corps with WASH facility to improve other community in Athabiskot Municipality of Rukum West District. Thus, HRDC invites applications from suitable Nepali candidates for the following full-time position for joint recovery action plan (JRAP) project:

    1. WASH Engineer: – 1 (One) (Based in Athabiskot Municipality Rukum West)

    Position Objectives: The WASH Engineer is responsible for effectively addressing the water, sanitation, and hygiene needs of communities, ultimately contributing to improved health and well-being. This includes planning, implementing, monitoring, and evaluating WASH initiatives to ensure that the goals and objectives are met efficiently and effectively. The WASH Engineer will work closely with community members, local governments, and other stakeholders to promote sustainable WASH practices, Design and Implementation of WASH Projects, Technical Supervision and Quality Control, Sustainability and Innovation & Compliance and Safety.

    Key Roles and Responsibilities:

    • Prepare Detail Implementation Plan (DIP) with Gnatt Chart of the Technical part of the project and orient other project staff.
    • Prepared all the technical documents and its process, preparing RFQ, collecting quotations, and collaboration with suppliers for delivery all the materials at site as per Purchase Request (PR) and Purchase Order (PO).
    • Conduct site visits regularly to the wash projects under implementation and supervise construction works of infrastructure projects ensuring that they comply the design and required technical specifications and ensure the progress and quality of implemented works in close coordination with WASH Technical team of Donor agency and Municipality.
    • Ensure all the quality of materials, testing of materials and implement project as per drawings.
    • Implement the program based on DIP in close coordination with PC & SBC officer, local authority, community and stakeholders
    • Support project team in planning and organizing all aspects of the construction works including surveys, assessments and supervision of rehabilitation/construction of the water supply and sanitation facilities 
    • Lead and facilitate in upgrading WASH facilities at school and health posts (toilet access, HWF, MHM, Waste management, FSM-onsite treatment, Water supply etc.) through user friendly design, drawing, estimation preparation, prepare project agreement and appropriate GEDSI and climate considerations.
    • Develop and design WASH infrastructure projects, including water supply systems, sanitation facilities, and hygiene promotion initiatives.
    • Ensure that all projects meet technical standards and are compliant with local regulations and international guidelines.
    • Ensure Disaster Risk Reduction measures as well age and disability inclusions at the design stage.
    • Make frequent visit to scheme sites for physical verification and assessment of the construction work
    • Ensure that all materials and equipment related to the project meet the required standards and specifications 
    • Identify gaps in the infrastructure in the project sites and recommend for appropriate corrective actions and follow up on functionality.
    • Supervise the implementation of the entire infrastructure and prepare final completion reports of completed schemes 
    • Ensure that all tasks are completed to a satisfactory standard before final payment is authorized
    • Organize trainings for the user's group on operations and maintenance of the water supply schemes/toilets and other assets constructed under the project. 
    • Any other duties assigned by his/her supervisor.
    • Knowledge of designing software like SW-V3, E paned will be added an advantage.

    Preferred Qualifications and Experience: 

    • Bachelor's Degrees in Civil Engineering, WASH Engineering, and 3 years of job experience in Water, Sanitation and Hygiene (WASH) project. 
    • Knowledge and skill in conducting feasibility and detail survey, preparing design/estimate of WASH schemes.
    • Demonstrated field experience of implementation of community infrastructures/ WASH schemes.
    • Knowledge in preparing bill of quantity and completion reports of rural infrastructure activities.
    • Willingness to stay and work in base station and willingness to travel scheme site frequently.
    • Knowledge of designing software like SW-V3, E Panet will be added an advantage.
    • Good in both spoken and written English and good report writing skills.
    • Familiarity with Project Cycle Management, Implementation, Monitoring and Evaluation.
    • Strong interpersonal and self-awareness skills.
