1. Background and Context
Center for Dalit Women Nepal (CDWN) is a national Non-governmental organization, dedicated to empowering Dalit and marginalized community to claim their rights, develop economically and live in dignity. Dalit women activists and parliamentarians founded the organization in March 2016, governed by an independent Board of professional Dalit women activists and parliamentarians from different regions of Nepal and different political parties. CDWN is based in Kathmandu Nepal but works across Nepal. CDWNs projects are tailored to meet the needs of women and marginalized community. Every project has as its goal of elimination of all forms of discrimination.
Center for Dalit Women Nepal (CDWN) in partnership with Department of Foreign Affairs and Trade (DFAT) and The Asia Foundation (TAF) is implementing a project titled ‘Fostering Effective and Inclusive Sub-national Governance Program” in 7 municipalities of 7 province namely Damak, Mithila, Bhimeshwor, Waling, Tansen, Tikapur and Birendranagar municipalities. The project is aimed to achieve a stable, effective and inclusive sub-national governments of Nepal that cater the need of the women, disabled and the marginalized communities through policy support, institution building and capacity building at the local government to strengthen inclusive planning, decision-making and service delivery with the expectation that the program will strengthen institutional structures and systems, and the service delivery systems and mechanisms will be more efficient, effective, GEDSI responsive and accountable.
For this purpose, Center for Dalit Women Nepal (CDWN) is seeking proposals from qualified and experienced consultants or organizations to develop Gender Equality, Disability, and Social Inclusion (GEDSI) Act for Tansen Municipality and GEDSI Policy for Tikapur Municipality. The objective of this initiative is to promote and institutionalize principles of equity, inclusivity, and disability within the respective municipalities.
