    Expression of Interest (EOI) for Social Audit

    1. Background 

    KOSHISH is a non-government organization, established in 2008, and working for the promotion of mental health and psychosocial well-being in Nepal. KOSHISH has been implementing the SAMAHIT project in partnership with Felm in Sudurpaschim and Karnali province since 2022. The project aims to mainstream mental health and psychosocial disability in government plans and policies through advocacy by the right holders. KOSHISH intends to conduct a social audit of the same project as a part of its commitment to accountability, transparency, and responsiveness to the local communities, beneficiaries, rights holders, and stakeholders.

    2. Objectives:

    • Ensure practice of good governance in the project with active involvement of beneficiaries (peer support group members) and stakeholders (Organizations of Persons with Disabilities, local government, NFDN) in the Dhandaghi Sub Metropolitan City (Sudurpaschim Province) and  Birendranagar Municipality (Karnali Province). 
    • Share, learn and gain critical insight into key interventions and assess to which extent these interventions were carried out in a transparent and participatory manner

    3. Scope of the work: 

    The social audit will be conducted in Dhandaghi Sub Metropolitan City of Kailali district and  Birendranagar Municipality of Surkhet district. 

    • Literature Review of the Project Documents and Reports. 
    • Develop and finalize methodology/tools such as field visits, KII, FGD in consultation with KOSHISH.
    • Fieldwork (3 days field visit) in each municipality.
    • Interview project beneficiaries, representatives of local stakeholders, and local and provincial government.
    • Prepare municipality-wise social audit reports in English and incorporate the input from KOSHISH and Felm.
    • Prepare summary reports (3/4 pages) in Nepali. 
    • Submission of final social audit report.
    • Facilitate Social Audit event.

    4. Responsibility of KOSHISH

    KOSHISH will be responsible for the overall management and coordination of Social Audit. The key responsibility will include:

    • Provide project-related information, documents.
    • Provide inputs to finalize survey design/instruments.
    • Arrange required meetings, and consultations with project-related representatives and beneficiaries. 
    • Give input on draft and final report.

    5. Assignment Period

    The tentative period of the assignment will be 7 days in each municipality including field visit, report preparation, and facilitation of the event in the first and second week of December.

    6. Budget and payment procedures:

    The budget covers consultancy fees along with travel and accommodation costs. The final budget will be agreed upon between KOSHISH and the consultant/firm prior to signing the agreement. 

    • 40% upon submission and approval of the draft report 
    • 60% upon acceptance of the final report. 

    7. Other benefits:

    The consultant is not entitled to other benefits (such as insurance) and other hidden costs.

    8. Potential candidates should possess the following qualifications and skills

    • Master's degree in social science/management or any other relevant degree from a recognized university.
    • Minimum 4 years of working experience in the field of social audit of organization and at least 3 years of experience in program planning, implementation, organizational governance, and financial management.
    • Basic understanding of social audit principles and knowledge of conducting good social audits in line with SWC guidelines and practices.   
    • Demonstrated experience in facilitating the social audit for the mental health and disability sector (psychosocial disability) of non-government organizations.
    • Excellent verbal and written communication in English and Nepali.
    • Ability to function independently and with limited supervision, and governance.
