    Village Development & save the Environment Forum (VDSEF) Nepal is a non-profitable organization working in Kalikot district for more than 24 years in the field of poverty reduction and protecting and promoting the Economic, Social, and Cultural rights of marginalized and disadvantaged communities. VDSEF Nepal has previous working experiences collaborating with different Civil Society Organizations (CSOs) and government authorities for improving livelihoods, health, and human rights of marginalized and vulnerable communities such as women including single mothers, youths, Children-friendly able and elderly persons, Dalits, and ethnic minorities. VDSEF Nepal has been implementing “Strengthening Maternal Neonatal Health Services in Partnership with the Local Government (स्थानीय सरकारको साझेदारीमा मातृ तथा नवजातशिशु स्वास्थ्य सेवा सुदृशिकरण) project in partnership with One Heart Worldwide in Kalikot District from 2023 AD. Now we hereby invite applications from suitable and qualified Nepalese citizens for the following positions:

    Details of Announcement:

    1. Position: Field Officer – Clinical

    Report to: Project Coordinator

    Purpose of the Position:

    The Field Officer – Clinical will be responsible to provide technical support to MNH service providers at the facility level and relevant stakeholders in MNH program planning, conducting community awarenessraising activities focusing on MNH, assessment, planning and follow-ups of MNH services at the facility and community level.

    Duty Station: Raskot Municipality of Kalikot District with a minimum of 70% field visits

    Major Duties and Responsibilities:

    Technical:

    • Provide continuous support to implement the OHW project including birthing center equipment support, capacity-building training or coaching for a service provider, HFOMC strengthening and community-level activities.
    • Conduct needs assessment of the health facilities and support in timely delivery of the support including equipment at the designated health facilities.
    • Provide technical support visits to birthing centers, MNH service providers and FCHVs with a special focus on the quality of services and capacity building on data collection, reporting, recording and clinical skills.
    • Frequent field visits to health facilities and communities to facilitate training, program follow ups, and awareness-raising activities and to collect routine monthly data from health facilities and communities.
    • Conduct monitoring visits of the health facilities, nursing staff, FCHVs, and clients and provide necessary feedback
    • Keep a proper record of all the activities in the given form and formats and report on time in the specified time period
    • Contribute to preparing monthly progress reports, technical deliverables, presentations, and district work plans
    • Develop a network to collect and monitor all maternal deaths in the district and undertake followup visits to every household where maternal deaths have occurred to verify the death and identify causes of death.
    • Share information about maternal deaths with the concerned HF and municipality and facilitate discussion to prevent similar deaths in the future.
    • Support to build sound relationships with Health Office, urban/rural municipality office, local government offices, program focal person, health facility staff, community stakeholders and female community health volunteers in order to plan & schedule the program and achieve program deliverables at the field level.
    • Any other job assigned by the Supervisor.

    Job Specifications (minimum job requirements):

    Academic qualifications and work experience:

    • Bachelor’s degree in Nursing or HA with Bachelor's degree in Public Health (Female) or Staff Nurse degree with two years’ work experience in the maternal, neonatal, and child health fields
    • Preferred experience in the maternal, neonatal, and child health fields.

    Skills and abilities

    • Good experience in working with health service delivery systems.
    • Knowledge and experience in program and community-level training.
    • Practical experience in facilitation and interaction with government counterpart/local stakeholders at different local health facilities, and ability to deal with various stakeholders
    • Knowledge and experience using MS Office packages and statistical packages, email and the internet.
    • Good verbal and written communication in English, Nepali and the local languages.
    • Good interpersonal skills and experience working in a team in a multicultural environment.
    • Sets high standards for quality of work and consistently achieves project goals.
    • Ability to function as a self-starter with limited supervision.
    • Completion of SBA training will be an additional advantage.

    2. Position: Admin Finance Officer

    Report to: Project Coordinator

    Supervision: Support Staff

    Purpose of the Position:

    The Admin Finance Officer will be responsible for financial management, office administration and logistics management of the OHW project in the District Project Office.

    Duty Station: District Headquarters with a minimum of 30% field visits.

    Major Duties and Responsibilities:

    • Properly register and file all correspondence and official documents
    • Provide support during the conduction of program activities, training and meetings
    • Procurement of stationery/supplies following procurement policy
    • Arrange for travel, transportation, accommodations and other logistics support
    • Ensure maintenance of the logbook for the official vehicle and timely servicing and maintenance of the office vehicle
    • Prepare and submit monthly attendance, travel and leave records
    • Prepare monthly payroll, deposit salary at the staff bank account and contribution to the SSF account
    • Prepare tax reports for employees, vendors and contracts and arrange payments to the tax office in a timely manner
    • Maintain personnel records of project staff as per organization guidelines
    • Maintain a record of supplies and equipment received
    • Establish and timely update the inventory records and conduct physical verification as required
    • Orient the HFOMC/construction committee of BC construction/renovation on financial guidelines, and procedures, collect and submit the supporting documents for advance settlement timely
    • Review and process invoices, bills and documents received for payments and maintain financial transactions in accounting software timely
    • Ensure all expenses are within the assigned budget code and check the completeness of all required supporting documentation for all payments vouchers
    • Cross-verify bills and documents received for payments on a regular basis and document it
    • Support supervisor for preparation of monthly fund forecast and request
    • Prepare monthly financial reports including reconciliations of general ledger accounts
    • Prepare bank reconciliation and outstanding advance statement
    • Handle Petty cash as per organization policy
    • Any other tasks assigned by the Supervisor

    Job Specifications (minimum job requirements):

    Academic qualifications and work experience:

    • Bachelor’s degree in Business Administration, or equivalent.
    • Minimum two years of work experience in finance, administration and logistics.

    Skills and abilities

    • Experience utilizing computers including knowledge of MS Excel, MS Word, MS Office, and Accounting software.
    • Fluency in English and Nepali language.
